The touch board and the power board under the glass lost track of each other, or one failed its own start-up check. A power dip, a ribbon or harness pulled loose when the top was fitted, or moisture from a boil-over is ruled out before a board is replaced, and a cooktop that keeps heating while this code shows is switched off at the breaker.

Restart the cooktop, then cut power for more than 30 seconds if F1 remains.
If F1 is still lit after the power cycle, keep the breaker off rather than restarting the cooktop over and over.
If F1 shows up again after that, book a visit.

F1 is not an overheat code. It also has nothing to do with the cooking zones themselves, since the failed link is between the main board and its memory chip.
