No, that is the switch doing its job. At every setting below high it switches power on and off in a timed cycle, and on a radiant zone you can see the glow come and go. Only a zone that never cycles, or cycles on high, points at the switch.
The knob spins but nothing happens. Is it the knob or the switch?
If the knob turns with no resistance, the flat inside it has worn round, and a new knob fixes it. If the knob grips and the zone still stays cold, the switch or the element is next.
Can one bad switch damage the rest of the cooktop?
A switch with welded contacts keeps an element at full heat and can overheat the wiring and terminals nearby. Switch that cooktop off at the breaker until it is repaired.
